Downtown Streetscape South Half

This locally funded project includes complete reconstruction of Addison St and Center St within project limits. The reconstruction scope include hot-mix asphalt pavement, curb and gutter, driveway aprons, stamped concrete sidewalk, landscape planter boxes, on-street parallel parking, and other miscellaneous items necessary to complete the work. A new water main will be installed along Addison St while new storm sewer will be installed along Center St. Minor underground utility work is also scheduled for Roosevelt Road. Stamped concrete sidewalk and other streetscape enhancements are scheduled for Main St while York Rd received a stamped concrete sidewalk along the west side of the street. Update 10/31/19

During the week of Oct 28, the contract lost most of the week to the unexpected weather but did manage to fill in some stamped sidewalk and driveway apron gaps.  

Weather permitting, during the week of Nov 4, the contractor plans to install hot-mix surface and begin removals/placement for the stamped crosswalks. The stamped crosswalks will be done in stages. The plan is to do half of the crosswalks, then during cure time finish the remainder of the stamped sidewalk as well as driveways. Once the cure time is achieved on the crosswalks, the contractor will perform the other half of the crosswalks. In between, the contractor also plans to install benches, trash receptacles and bike racks. The focus will be to get the work completed within the roadway as soon as possible to open it back up to traffic. During cross walk installation, the traffic will be significantly hindered. Update 10/11/19

During the week of Oct 7, the contractor worked on earth excavation, aggregate base, C&G, planter boxes and electrical items. 

Weather permitting, during the week of Oct 14, the general contractor plans to work on forming and installation of stamped sidewalk. The concrete contractor will be onsite to begin forming and placing C&G as well as planter boxes on Addison St.

In Stage II, the north side of Green St, east side of Addison street and west side of Center St will be under construction. Stage II traffic will allow the vehicles to go northbound along Center St, west on Main St, southbound on Addison St and eastbound on Green St. For safety reasons, on street parking within the construction zone will not be permitting during construction. Traffic will be hindered during construction and long delays are expected. Please utilize alternate routes if possible. 

Update 09/20/19

During the week of Sep 16, the contractor worked on stamped concrete sealing, binder installation in stage I, traffic switch and begin removals in stage II. (265-267)

Weather permitting, during the week of Sep 23, the general contractor plans to continue with the sidewalk and driveway removals in the stage II as well as begin pavement removal. The underground contractor will return onsite to finish off the storm sewer laterals. There is currently a water shutdown planned Wednesday  September 25, 2019 that will impact businesses and residents along Green St. The impacted locations will be notified on Monday September 23, 2019. Public works will be doing a simulated shutdown on Monday as well. Public works staff will also be performing brick removals at Dierking Way next week.

During the week of Sep 9, the contractor worked on sidewalk installation, light pole adjustments, patching and fine grading of streets. 

Weather permitting, during the week of Sep 16, the general contractor plans to install hot-mix asphalt binder on both Addison and Center St. Once the binder has been installed, there will be a shift in the traffic pattern. At this time, the traffic switch is anticipated during the mid to late next week.

Update 08/22/19

During the week of Aug 19, the contractor worked on earth excavation and undercuts on Addison St along with C&G and stamped sidewalk along Green St. The contractor also worked on electrical conduit and wiring installation.

Weather permitting, during the week of Aug 26, the general contractor plans to excavate and perform aggregate subgrade improvements on Center St. Concrete curb and gutter and sidewalk work will continue on Addison and Green St. The underground contractor will work on underdrains.

The Stage I traffic plan is currently in place. For safety reasons, on-street parking within the construction zone will not be permitted during construction. Traffic will be hindered during construction and long delays are expected. Please utilize alternate routes if possible.

Update 08/09/19

During the week of Aug 5, the contractor worked on sanitary sewer manhole installation, stamped sidewalk installation, sidewalk prepping, pavement removal, watermain adjustment, storm sewer installation and streetlight foundation relocation. 

Weather permitting, during the week of Aug 12, the contractor plans to finish underground work on Center St and then move over to Addison St. The general contractor will continue to work on sidewalk, curb and pavement removal on Center St. During the second half of the week, contractor plans to excavate and perform aggregate subgrade improvements.

Update 08/01/19

During the week of July 29, the contractor worked on sanitary sewer manhole installation, stamped sidewalk installation, C&G installation, sidewalk prepping, streetlight foundation adjustment and stump grinding. 

Weather permitting, during the week of Aug 5, the contractor plans to put the Stage I traffic detour in effect starting on Aug 6. During this week, the underground contractor will work on storm sewer along Center St. if the storm work is completed, contractor may also perform watermain adjustment. The general contractor will continue to work on stamped sidewalk installation as well as removals. The electrical contractor will work on foundation adjustments and possible running new conduits. For safety reasons, on street parking within the construction zone will not be permitting during construction. Traffic will be hindered during construction and long delays are expected. Please utilize alternate routes if possible.

Update 07/25/19

During the week of July 22, the contractor has installed the required traffic control and stage I detour, however, the detour is not yet in effect since the contractor is grabbing all the work outside of the stage construction first. The contractor also worked on brick paver removal, sidewalk removal, tree removal and tree protection. 

Weather permitting, during the week of July 29, the contractor plans to pour sidewalk along Green St (Center to York) and along York Rd. The underground contractor will be working along Green St to install sanitary manholes at different locations. They also have some storm sewer work to complete along Green St next week. Traffic will be flagged around the construction operation and minor daily detour may be also put in place. For safety reasons, on street parking within the construction zone will not be permitting during construction. Traffic will be hindered during construction and long delays are expected. Update 07/19/19

During the week of July 15, the contractor has installed the required traffic control and stage I detour. A couple of days were lost due to heavy rains and excessive heat. Weather permitting, during the week of July 22, the contractor plans to mobilize the site, install tree protection, site layout, saw cutting and begin removals within Stage I. Please note the new traffic pattern during Stage I construction. All traffic will be limited one way through the constructions zone, please see detour. Update 07/12/19

The Village has issued ROW utility permits to Nicor. ComEd and Zayo Fiber company to install their facilities within the project corridor while Nicor has been non-responsive since the issuance of the permit. The Village has revoked Nicor’s permit to replace all the main within the project corridor. Nicor will perform a small utility conflict relocation as identified in the project. The contract has been awarded by IDOT this past week and a pre-construction meeting was held on July 10. Weather permitting, the contractor plans to begin the work on July 15.  

Update 06/21/19

The Village has issued ROW utility permits to Nicor. ComEd and Zayo Fiber company to install their facilities within the project corridor. Zayo fiber installation has been completed. ComEd was onsite this week to relocate a utility pole impacted by the proposed construction. Staff is awaiting a response from Nicor regarding their start date.  The work will be done under daily lane closures and will have impact to both vehicular and pedestrian traffic. It is critical to relocate utilities out of the way prior to beginning a major construction project to avoid delays during construction. The contract has been awarded by IDOT this past week and a pre-construction meeting is set for July 10. The staff is also planning to host a public meeting prior to the construction phase on June 25th from 4- 6 pm at Village Hall to provide opportunity for residents/businesses to ask questions and familiarize themselves with construction timeframe and expectations.

Western utility was onsite to perform installation for Zayo during the week of May 28. Staff anticipates Nicor crews will be onsite during the week of June 10th.  The work will be done under daily lane closures and will have impact to both vehicular and pedestrian traffic. It is critical to relocate utilities out of the way prior to beginning a major construction project to avoid delays during construction. Staff is also awaiting an official award of the contract from IDOT as well as a date for a pre-construction meeting. The staff is also planning to host a public meeting prior to the construction phase, likely towards end of June, to provide opportunity for residents/businesses to ask questions and familiarize themselves with construction time-frame and expectations.
